A foundation for the future or filler?

This is a difficult one to rate for me, book 3 and 4 are more like a set of framing stories to build us up to the actual story that will hopefully happen in the next volume. Because of this I'm struggling to review or recommend it since very little of the plot happens in this volume. If you enjoyed the first volume then go into this one with lower expectations with the hope like me that the maybe there will be a payoff in volume 3 and any future volumes that make it worth it.
