Flawed But Still Shines

This volume starts the Dark Moon Circus arc. I found it to not be as interesting as other arcs. But I did enjoy how it focused on developing the character of the individual sailor scouts and their own hopes and dreams. The villains were probably the most lackluster part about this, as it is in this arc that "villain of the week" starts to be a problem for any action sentai series and it feels like the story is actually filler just to drag things on. But its rare to have a series where every single arc is amazing 10/10.
