This vicious version of Zenigata sheds his disguise to reveal himself: Pycal, the man once called "The Magician." He has somehow escaped his deadly fate and has a new goal: to collect the Celestial Crystals for himself. When gathered, the crystals give the bearer a unique and immense power over others. Can Lupin and the others stop Pycal and save the world from his control?

What even happened?

Out of all the Lupin III tv specials Discotek have yet to release for the western audience and it had to be this one. This one is a disappointment on so many levels.
This 2002 special brings back one of the memorable antagonists from Lupin's manga and Green Jacket part 1 past. I've got to say what a utter waste of Pycal's character.
I don't know what happened behind the production, the movie starts out strong the animation is fine for the first 20 minutes. I actually liked the art style but, I guess the studio ran out of budget and the rest of the movie is just trash. Over use of horrible 3D models, and it feels like the movie was cut at the end of the 2nd act because it just abruptly ends. the writing feels like someone tipped the table on a unfinished jigsaw puzzle and called it a day.
Most if not all Lupin specials are 90mins but this one is a 54min trash fire. Bought it for the collection but probably won't watch it again unless I have some buddies and alcohol.
The Worst Special in the Series, But a Solid Blu-ray Transfer

Return of Pycal is notorious for being one of the worst Lupin III OVAs in the series due to its shoddy writing and characterization. Pycal was a one-time villain that appeared in Episode 2 of the original anime series, but he returns in this OVA as it acts as a 30th Anniversary Special for the Anime series (Pycal later briefly returns in "Is Lupin Still Burning?" as that's a 50th Anniversary OVA for the Manga).
The Blu-ray transfer is pretty solid though. My 3 star rating is an average between a 5 star transfer and a 1 star story.
If you're a Lupin III collector, this is the ideal way to get this OVA.
So Bad It's Good!

This is legitimately one of my favorite Lupin III movies to watch. Not because it looks good, or has a compelling story, or makes sense, but because it's bad to the point of hilarity. The whole thing feels like a fever dream and I love every second of it.
This is the first piece of Lupin media to have ever used computer graphics, and it shows. Even for the time period that this was released in, the CG looks clunky and jarring. Still, there's a weirdly nostalgic charm to it. I could definitely see this being some weird CD-Rom game from decades ago.
One particularly memorable moment is a CG vase spinning around while Jigen has a sneezing fit to lyre music. I don't know what that added to the narrative, but I can't say that it wasn't entertaining.
I've seen this movie 5 times, and I still don't fully understand the plot. But honestly? I don't care. It is SUCH a fun watch, especially with other Lupin fans.
Not bad but not the best

I’ve now seen my fair share of Lupin over the years and this one kinda falls flat compared to others. It’s not bad, just sort of meh. The story sounded interesting, but not a whole lot really happens and it just sort of goes through the motions of a basic plot. The 2 things I did like about it was the beginning with the whole circus setting. Classic hijinks and enjoyment. But then the rest of the special is just fine. The other thing I liked was the use of different artstyles and animation on some scenes, but the CG effects can look a bit dated. And I would’ve liked to see a dub on this one. Overall, this wasn’t the worst Lupin special but you’re not missing much if you happen to skip this one.
